A message from the mayor:

Hello Everyone,

You will see in this newspaper that as part of the Council’s commitment to fire safety we are starting the cladding removal work on James Riley Point, Lund Point and Dennison Point. This work is not connected to the Masterplan you voted on and would be happening regardless of the outcome of the vote. If you have any questions on this please get in touch using the details provided.

The overwhelming YES vote in last year’s ballot marks a major milestone in the Carpenters project. The team will be continuing to work with you to develop the Masterplan into detailed plans for each phase. In November 2021, a planning application was submitted for James Riley Point. We hope to hear whether this has been successful in the next few months, if so it will allow us to start work in Spring 2022 on delivering the masterplan you voted for.

We are committed to continuing our co-design work with you. We will be designing the details of the project with over the next few months and years and I know it will be so much stronger with your involvement. I have always been committed to make sure that your voices are heard and I will continue to do so.

Earlier this week I held an all-resident meeting and I am grateful to everybody who was able to make it. I plan to hold another session in early March 2022.

I look forward to continuing to working work with you to bring this amazing project to fruition and deliver excellent new homes and facilities for residents of Carpenters Estate and Newham.

WHAT HAPPENS NEXT WITH THE MASTERPLAN?

Following a YES vote on the ballot, a planning application will be made in Spring 2022 for outline approval of the Carpenters Estate Masterplan.

This follows a full planning application that was made in November 2021 for the refurbishment of James Riley Point and the new community facility around its base.

What’s the difference between full and outline planning applications?

An OUTLINE application sets out the principles of what will be built. In Spring 2022 an outline application for the masterplan will be submitted that will set out the height, width length and location of key buildings and spaces, the uses on the site, how the streets and spaces will be arranged, and the types and amount of open space, play, streets and parking areas.

If outline permission is granted more detailed and specific information for each plot or block needs to be submitted as a RESERVED MATTERS application before anything can be built.

FULL Planning agrees the specifics of what will be built. A full planning application for James Riley Point was submitted in November 2021.

This set out how the building would be refurbished to create better homes that meet modern standards and where the new community use would be located.

If FULL planning permission is granted the buildings must be built as set out in the application.

The permission would also include a range of planning conditions to allow the Planning Authority to check that everything is going ahead as intended.

Cladding Removal for James Riley Point, Lund Point & Dennison Point:

As part of Newham Council’s significant investment in its homes and improvements to fire safety the cladding on James Riley Point, Lund Point & Dennison Point will be removed. This work is not related to Populo’s involvement we would have carried out regardless of the ballot result.

The Council have appointed an experienced contractor, Mullaley & Co. Ltd, to carry out these works.

Following the removal of the cladding on James Riley Point, Populo’s intention is to begin the refurbishment programme.

Start on site:

Mulalley and Co. Ltd will begin a period of site mobilisation and investigatory work for all three blocks in February 2022. Once the site mobilisation and investigatory work are complete, mast climbers will be erected so that the cladding removal work can begin.

The estimated start dates for this are as follows:

James Riley Point – March 2022

Lund Point – April 2022

Dennison Point – April 2022

Hours of work:

Monday to Friday – 8 am - 5 pm

Saturday – Work will not ordinarily be permitted. However, if the need arises, residents will be notified by the Council in advance

Sunday – Work will not be permitted
