Homes that our people can afford is one of the crucial missions as the re-elected the Mayor of Newham and another 1,500 new Council homes is my promise to the people of Newham in the coming four years.

Planning approval for James Riley Point is great news for residents living on the Carpenters Estate and those with a right to return, because I promised them back in 2018 that I won’t let them down. I’ll now get cracking with the Council and Populo Living teams to drive the restoration programme so families in Newham can move in and we show the actions we are taking to build a fairer Newham, with a £1 billion investment to help change lives by providing high quality and new sustainable homes that local people can afford.”

James Riley point full PLANNING APPLICATION HAS BEEN approved

On the 24th May the LLDC planning committee approved the full planning application for the refurbishment of James Riley Point and the new community facility around it’s base.

We will now be working out a clearer start on site timeline for this part on the project and works should begin later in the year.

OUTLINE PLANNING APPLICATION MASTERPLAN is about to be submitted

Following a YES vote in ballot an outline planning application is about to be submitted. We expect this to be validated in the coming weeks and all residents of Carpenters estate and neighbours of the estate will receive a letter from the planning authority LLDC to notify them that the application has been submitted and detailing ways that you can submit comments on the proposals as part of the statutory consultation.

A summary of the planning documents will be available to view in The Dovetail Tuesday – Friday 9.30 – 5.30pm and we are hosting an evening drop in on 15th June 2022, 17.30 – 19.30

The masterplan has not changed significantly since the September pre ballot exhibition and the January and February 2022 update exhibitions.

Cladding Removal for James Riley Point, Lund Point & Dennison Point

We reported in our last newspapers that as part of Newham Council’s significant investment in its homes and improvements to fire safety the cladding on James Riley Point, Lund Point & Dennison Point will be removed. This work is not related to Populo’s involvement we would have carried out regardless of the ballot result.

Once the site mobilisation and investigatory work that is currently underway is complete a clearer programme of the cladding removal works will be shared with residents.

While all of these dates are subject to planning approval of the James Riley Point planning application the intention is to start with James Riley Point and then the whole Masterplan will be completed over a 10 - 15 year period. The intention is that residents only move once, so a new home is built before your existing home is replaced.

We know that all of us need a little bit of help to focus on what helps us feel good. From nutrition, movement, mindfulness and some kindness to ourselves and each other. Every Thursday morning we will have an activity that feeds our minds, bodies and souls. If you have skills in leading breath work, gentle movement, mindfulness, pampering, nutrition or anything you think can connect to the notion of wellbeing then get in touch.

Do you want to get involved?

There are paid opportunities for people to plan and run their own sessions as well as lots of activities that they can take part in for free. Alongside these sessions we have programmes of activity that offer skills and training to support everybody to thrive. WHAT HAPPENS NEXT WITH THE MASTERPLAN?

What’s an outline planning applications?

An OUTLINE application sets out the principles of what will be built. In Spring 2022 an outline application for the masterplan will be submitted that will set out the height, width length and location of key buildings and spaces, the uses on the site, how the streets and spaces will be arranged, and the types and amount of open space, play, streets and parking areas.

If an outline permission is granted more detailed and specific information for each plot or block needs to be submitted as a RESERVED MATTERS application before anything can be built.

Cladding Removal for James Riley Point, Lund Point & Dennison Point

As part of Newham Council’s significant investment in its homes and improvements to fi re safety the cladding on James Riley Point, Lund Point & Dennison Point will be removed. This work is not related to Populo’s involvement we would have carried out regardless of the ballot result.

The Council have appointed an experienced contractor, Mullaley & Co. Ltd, to carry out these works and they will commence in the second half of this year.

Hours of work:

Monday to Friday – 8am-5pm

Saturday – Work will not ordinarily be permitted. However if the need arises, residents will be notified by the Council in advance

Sunday – Work will not be permitted

Hello Everyone,

A huge thank you to all the residents who attended my Mayoral Meeting on the 10th of March.

We talked a lot about the de-cladding to the towers and my team will be setting up a specific meeting with residents of the towers in the coming weeks, to go through specific enquiries relating to these works.

You may have seen Mullaleys setting up their site compound by Dennison Point. Works to James Riley Point are due to start in May 2022 and Mullaleys are due to start carrying out detailed risk assessments on individual households in the coming weeks.

INDICATIVE PHASING OF THE BUILDING WORKS

Following a YES vote at the ballot, the Council are intending to start phase one of the Masterplan, the refurbishment of James Riley Point, in autumn 2022.

This phasing reflects an enhanced delivery programme of 11 years to deliver the whole Masterplan. However, this is the quickest the Masterplan is likely to be completed. The delivery programme could take in excess of 15 years and phasing may be subject to change in line with this. Populo and the Council is committed to ensuring that residents in properties due for demolition will be offered one move from their existing property into a new suitable replacement home within the Estate. Based on our assumptions on likely demand the phasing currently allows for those in a house to move into a house or maisonette. If demand changes, we will seek to adjust phasing accordingly so people can move into the appropriate home. The intention is that residents only move once, so a new home is built before your existing home is replaced.

Questions about cladding works

In January, Mayor Rokhsana Fiaz held an update meeting with residents about the next steps on the Estate.

The meeting also outlined scheduled works by the Council to remove cladding on James Riley Point, Lund Point and Dennison Point. Please see below answers to questions received from residents:

1. What noise disturbance will there be?

There will be some noise whilst work is being carried out, but this will be kept to a minimum where possible. There will be some level of noise coming from the mast climbers, however, they aren’t excessively loud, and it won’t be constant. Mullaley’s will give each resident plenty of notice on when the works reach each residents property. Mullaley’s carried out risk assessments and there will not be noise above recommended levels. Mullaleys working hours are Monday-Friday 8am-5pm, however any works which are considered noisy will be carried out between 10am-4pm where possible.

2. Will dust be an issue?

As the panels will in the main be removed as whole sections dust will be limited. There may be some drilling works required but in general, there will be little or no dust generated.

There will be a protective fan over the entrance to capture anything that falls and exclusion zones underneath where they will be working.

Full protection will be offered at all entrances to prevent injury from any falling debris. As the works are being carried out from Mast climbers, falling objects will be limited further.

3. Number of workers working on the cladding?

This will be variable on a daily basis and will likely not exceed around 10-12 operatives.

4. What other legal obligations do you have with respect to health and safety breaches?

We have legal obligations in terms of gas, electrical installations, water supplies, lightning conductors and any asbestos containing materials. We will ensure at all times that our obligations in all these areas are met and any required works carried out promptly.

5. What other disturbances will there be?

Mulalley are not intending to enter properties any disturbances will be outside. Once works start the contractor will have more knowledge on timings and will work around the residents. There may be some properties that require additional works internally, but this will be limited to void properties and will not affect residents directly.

6. Why didn’t cladding removal happen prior to the ballot?

The removal did not take place as the full procurement and contractor award and setup process was not fully complete prior to the ballot.

7. Is there asbestos under the cladding?

Some of the cladding sheets contain asbestos. This will be removed by a licenced contractor who is a specialist to deal with this type of asbestos. Safety measures will be put in place and risk assessments have been carried out. Each resident will be informed and be given plenty of notice when the contractor gets to their floor of what measures will be taken to keep everyone safe (i.e closing of windows).

8. Why is the cladding being removed from Dennison & Lund if they are being demolished?

Dennison is the only building that is currently planned for demolition under the Landlord Offer and masterplan. However, this is not currently due to happen until 2025. Lund is proposed to be refurbished in 2024. Following the Grenfell tragedy, Newham Council made a decision to remove the cladding from all tall buildings where it was considered necessary through compliance or end of life condition. As the council has previously informed you, additional safety measures have been put in place since June 2017 to ensure you are kept safe in the unlikely event of a fire.

9. When will cladding be removed from Dennison?

Details of removal dates are included on the programme information slide.

10. What will be put up to replace the removed cladding?

There are numerous options for cladding renewal and this has yet to be finalised. We are currently not intending to replace the cladding in the short term. The effect of this will be negligible in terms of thermal comfort and will not create any additional issues such as water penetration. Newham have used different cladding products, which all meet the current regulations and guidance on fire safety in Tall blocks.

11. Why aren’t other health and safety issues such as no communal ventilation working to bath and wc being expedited too?

This repair would require extensive works to each property and would, given the extensive nature of the works require potential decants to complete the works satisfactorily. This would only be possible with a full decant of the building.

12. Has any cladding fallen yet?

There have been no fallen panels so far. We have replaced some following inspection to mitigate any risks to the residents of all blocks.

13. Why not vacate Dennison point and fence off perimeter rather than remove cladding now?

Dennison Point will continue to be used for some time so this is not a viable option. The cladding removal is to ensure there is no risk to residents during this period.

14. Will there be a significant impact on heating/insulation in the flat?

The type of cladding on JRP at the moment provides little insulation so it is unlikely you will notice any impact from the removal of the secondary cladding.

You will see in this newspaper that as part of the Council’s commitment to fire safety we are starting the cladding removal work on James Riley Point, Lund Point and Dennison Point. This work is not connected to the Masterplan you voted on and would be happening regardless of the outcome of the vote. If you have any questions on this please get in touch using the details provided.

The overwhelming YES vote in last year’s ballot marks a major milestone in the Carpenters project. The team will be continuing to work with you to develop the Masterplan into detailed plans for each phase. In November 2021, a planning application was submitted for James Riley Point. We hope to hear whether this has been successful in the next few months, if so it will allow us to start work in Spring 2022 on delivering the masterplan you voted for.

We are committed to continuing our co-design work with you. We will be designing the details of the project with over the next few months and years and I know it will be so much stronger with your involvement. I have always been committed to make sure that your voices are heard and I will continue to do so.

Earlier this week I held an all-resident meeting and I am grateful to everybody who was able to make it. I plan to hold another session in early March 2022.

I look forward to continuing to working work with you to bring this amazing project to fruition and deliver excellent new homes and facilities for residents of Carpenters Estate and Newham.

The permission would also include a range of planning conditions to allow the Planning Authority to check that everything is going ahead as intended.

Update from the Mayor on Carpenters Estate next steps

Thank you again for taking part in the Carpenters Estate Residents Ballot. 73% of residents voted YES for the proposal for new and refurbished homes.

Mayor Rokhsana Fiaz wrote to all residents on 21 December to invite you to a Zoom meeting to discuss the next steps. We're keen to hit the ground running this year.

A message from the mayor:

After years of false promises and the failures of the past, I am over the moon that residents on the Carpenters Estate, including those who have a right to return, have decisively voted ‘yes’ in support of this people-powered masterplan.

When I became Mayor, I put an end to the Council’s previous joint venture plans and made a promise to residents to work collaboratively with them on the future of the estate as their advocate who will always be on their side.

Since that time, and over three years on, hundreds of hours of conversations in meetings and workshops have given the green light to this next chapter of hope for the Carpenters Estate.

Brighter future ahead for Carpenters Estate as landslide 73% ‘Yes’ vote gives green light to new homes

• Local residents vote in favour of Council’s Carpenters Estate restoration and regeneration plans with turnout at 66.5%

• One of the largest estate regeneration programmes in London, the Carpenters masterplan will deliver over 2000 homes for local people, with at least 50% at social rent levels;

• 44% of existing homes to be refurbished in response to the climate emergency, alongside a new state-of-the-art community centre, green spaces and job opportunities.

Residents gave the green light today (15th December 2021) to a people-powered plan to restore the Carpenters Estate into a vibrant neighbourhood in the heart of Stratford; with new high quality homes people can afford following the outcome of the residents ballot where 73% resoundingly voted ‘yes’ to regeneration plans.

With a voter turnout of 66.5%, including residents moved off the estate but who have the ‘right to return’, Newham Council and its housing delivery team at Populo Living will now make good the promise to Carpenters residents to build a brighter future for them from the New Year.

Following the outcome of the residents’ ballot, the Carpenters Estate will undergo one of the most ambitious and largest estate regeneration programmes in London, with over 2000 high quality and sustainable homes delivered - including over 1000 that will be at social rent. Of the existing homes on the estate, 314 will be restored to the highest standards as part of the Council’s climate emergency response, including the refurbishment of James Riley Point starting in 2022.

Mayor Rokhsana Fiaz said: “After years of false promises and the failures of the past, I am over the moon that residents on the Carpenters Estate, including those who have a right to return, have decisively voted ‘yes’ in support of this people powered masterplan.

When I became Mayor, I put an end to the Council’s previous joint venture plans and made a promise to residents to work collaboratively with them on the future of the estate as their advocate who will always be on their side.

Since that time, and over three-years on, hundreds of hours of conversations in meetings and workshops have given the green light to this next chapter of hope for the Carpenters Estate.

I am excited for its future and for local residents who will benefit from over £1 billion of Council investment in high quality new homes they can afford, and a wonderful community centre which will be the thriving heart of the estate. Hello Everyone,

There’s been a lot of progress with the Carpenters Estate plans over the past three years,and finally residents now have their chance to vote on the Landlord Offer in the ballot that is now open.

The ballot is a major turning point in how far we have come in restoring the trust that had been lost between the Council and local residents previously. Back in 2018, I promised that I would do all that I can to restore that trust, and I will continue to work hard to do the best for you, your family and the Carpenters Estate community.

I want to thank you all for your ideas and input, and a successful ballot would bring us closer to starting the much needed restoration and regeneration of the Carpenters Estate. Works will begin early next year if you give it the green light through voting ‘YES’ in the ballot.

I will always be on the side of Carpenters Estate residents, working hard to make sure the Council delivers the housing security our people need. It’s all part of my mission to ensure that Newham is transformed positively for all our communities.

In the past weeks all households with eligible voters will have received their Draft Landlord Offer and I know there is now lots of information to absorb and think about.

My thanks to all residents for taking the time to get involved, which helped us capture all your perspectives across the range of options needing to be considered. It is clear that the majority of residents feel that the fairest and best option is to go for a full restoration and regeneration programme across the estate, to help pay for more high-quality affordable homes for our people and better community benefits.

I’m proud that the proposal in the Draft Landlord Offer allows all residents to benefit if the estate is refurbished and regenerated and to stay on the estate if they want to.

This proposal is a once-in-a-generation opportunity. It’s your choice and you get to decide what future you want for the Carpenters Estate and our wonderful community living here.

A message from the mayor:

It was wonderful to see that the sun was shining for the June events. The Dovetail is now open as a regular space where residents can come to talk about the project, ask questions and take part in a whole host of amazing activities. In line with Government guidelines, we will be limiting the number of people entering The Dovetail at any one time. You will need to wear a face mask (unless you are exempt) so we can keep each other safe. I know that many of you now want more detail about what the new homes could be like. Between the Residents Charter, policy requirements and the quality Newham Council and Populo are trying to achieve, I hope there will be lots of exciting commitments that we can make over the coming weeks and months.

Please do come and visit the team in The Dovetail across the week to see the latest design information.

I really appreciate how important the Housing Offer is to your decision as we approach the ballot in Autumn this year. I look forward to talking to you about this in person very soon.

Dear Residents,

Now that the Dovetail has officially opened and more of us are vaccinated, we will be restarting our ward surgeries from Saturday 10th July at 10:30. We will be resuming our surgeries in person with caution, because even though fewer people are falling seriously ill from coronavirus, cases of Covid-19 are rising and, as you all know, the date of all restrictions ending has been pushed back by four weeks. Remember to self-isolate if you display any symptoms of the virus, and continue to socially distance, wear masks, and wash your hands regularly. Through lockdown, we’ve continued to handle your casework and try to get as many problems resolved as possible through email. That will continue, and you are still welcome to email us if you have an issue or concern to raise with us as your local councillors. Having said that, it will be lovely to safely see some of you in person on each second Saturday morning of the month after we resume our surgeries on the tenth. We’re keen to hear your thoughts on the proposals for Carpenters Estate and imagine you’ve all got lots of questions as we approach the ballot this Autumn.

Come and see us from July 10th every second Saturday morning of the month, 10:30-11:30.

A message from the mayor:

On the 6th May the people of Newham voted to keep their right to vote directly for a Mayor. I want to say thank you to all the voters who participated.

Making sure that the Council listens to our residents and demonstrates its responsiveness to their needs, remains a focus for me as your Mayor; as I press ahead with changes at the Council to delivers changes you and our communities want to see in our neighbourhoods. That’s why I have prioritised the involvement of our residents in everything we do so that people can have real influence over the decisions we and have opportunities to shape the future of our borough in ways that have never happened in Newham before. I know that for you and other residents living on the Carpenters Estate this has been happening since I met with many of you back in November 2018 - when I promised a new chapter of collaboration with the Council. Since then we have imagined and are making real an amazing vision for Carpenters so that is restored to a vibrant neighbourhood for local residents with beautifully design and sustainable homes our people can afford.

I am deeply grateful for all the time and ideas that you and other residents have put in to this. It is exciting to see the proposals emerging and how much positivity there is around the possibility for improved open spaces in particular.

I know that the team has been looking at the non-residential uses in the Masterplan with you. There will need to be much more detailed thinking about this in the coming months. Like you, I want to make sure that these non-residential uses benefit residents and feel unique and special to Carpenters. I am really looking forward to meeting you and other residents soon at one of the sessions being organised by the team as Covid-19 restrictions ease. In the meantime, please continue to stay safe as we keep an eye of the Covid-19 variant that is causing concern across London and drive up vaccines take up in Newham.

Cases of Covid-19 continue to fall, and the vaccination rate continues to rise – we are one step closer to being able to see you all in person! It has been an awful 15 months for a lot of people, and many of us will be returning to some semblance of normality without cherished loved ones. If there is ever anything we can do for you, please reach out to us.

It is vital that we all continue to keep each other safe by following the guidelines in place, but we are hopeful that we are finally heading in the right direction.

We’re all keen to get back to Carpenters and understand your views on the proposals that have developed over recent months. This area belongs to all of and we want to make sure whatever development happens is right for the whole community

From July we will be hosting a monthly surgery in The Dovetail on the second Saturday of every month, and we hope to see many of you there to talk in more detail about your aspirations and concerns for the estate.

Hello Everyone,

I hope you and your loved ones are well - and have been keeping safe as we continue with the challenge of Covid-19 living. It has been such a testing time for everyone Newham, not least because this month we mark one-year on from the start of the pandemic here in the UK, which has disrupted our lives in ways that have been unimaginable.

While the number of new cases are going down in Newham, as they are across the country because of lockdown, community transmission is still continuing because the new strain of Covid-19 is very transmissible. That’s why we need to keep up with the public health guidance and the remaining restrictions in place as we get through all the ‘roadmap out of lockdown’ phases announced last month by the government.

As I write this message to you, there’s also good news on the vaccination front as 65,868 residents have now had their first vaccine jab in Newham! It certainly gives us hope for what the future holds – not least as we countdown to the summer months - and currently enjoy the spring-like conditions which has been joyful.

I know that we can’t meet right now, but I really can’t wait to meet you all when we’re able to and rest assured, I’m being kept updated regularly by the team about all the exciting activities underway; such as the plans for new landscaped and play areas across the estate for residents to enjoy and have fun in.

I also know that some of you want clarity about what’s possible in the masterplan that is emerging, and that’s why all those important discussions with residents on the estate are happening - because we want more of your input! We also want to be ambitious so that we can provide the high quality homes and more open spaces for you and your families to live in.

As you’ll know, ultimately, any decisions will be taken through a residents ballot which is scheduled to take place later this year in September. That will be a remarkable milestone that we’ll have achieved together. So over the coming months please continue to get involved and keep giving us your ideas because it will be amazing to show the world how far we’ve come as a community.

We know that the last few months have been a particularly difficult and stressful time for residents and, like us, many of you will have been grieving the loss of loved ones. You have been in our thoughts and we have been working tirelessly to support all our constituents as much as possible.

We can start to cautiously feel positive about beginning to be able to connect more with our family, friends and neighbours over the coming months. While we would encourage you all to adhere to the guidelines as and when they are set or changed, we are excited to be able to meet you in person and hear your ideas about a new plan for Carpenters Estate.

Over the next month, the team will start to be visible on the estate again, finding out your thoughts and offering a range of ways to get involved – of course, while maintaining social distancing and wearing face masks. Digital activities and printed materials will continue to be offered to those of you shielding or still uncomfortable interacting in person. This is an exciting moment for the project and we look forward to hearing your ideas and seeing them realised in the plan.

New Gardening Sessions Every Thursday

Dear Residents,

New gardening sessions are beginning. Everyone is welcome. No booking required.

Each Thursday afternoon Social Farms & Gardens will be at Carpenters Estate.

Together with residents we will plant, water, relax, and share gardening skills. You don't have to have a garden!

Please watch our welcome videos with Ellie, the new community gardener for the estate:

Ellie talks about planting baby plants in the brick planters.

We will be outside Londis every Thursday afternoon.

We will also run wildlife sessions in the walled garden near Carpenters Road and Lund Point, by the car park. As well as regular gardening sessions, residents can take part in workshops and visits. Everyone is welcome.

Social Farms & Gardens are an independent charity. The gardening project is for residents to have fun and to learn more about plants, wildlife and community gardening.

Here are the themes for the next few weeks:

1st April General Gardening

8th April - Growing Herbs

15th April – Wildlife, bug hotels and making structures for growing fruit and vegetables

22nd April – Make a pot and a seedball. Intro into growing veggies.

29th April – Growing new vegetables from the food you eat. Call out for people that want to grow veg on the estate. Planning of the community garden spaces.

6th May – Growing veg outdoors. Tree walk.

13th May – Plants for dying cloth. Fruit tree walk.

20th May – Wildflower day

Residents Ballot and voter eligibility requirements

In September, residents will get to vote in an independent ballot on whether they support the regeneration proposals which will be detailed in the Landlord Offer. The Landlord Offer is made up of two elements: the preferred masterplan and the Housing Offer

The Mayor of London requires any large regeneration scheme that benefits from GLA funding to get the approval of residents in an Resident Ballot.

It’s a simple Yes/No vote on whether the majority of residents want to go ahead with the regeneration proposal. E.g.: “Are you in favour of the proposal to continue the regeneration of your area?”

The Council will appoint an independent organisation to run the ballot.

The Council will provide them with the housing information that it holds on its database to determine who is eligible to vote.

If you are eligible you will be sent a registration form, there will be time to register should your information be missing from the database or you have not yet completed a tenancy audit.

Who is eligible to vote in the Residents Ballot?

The GLA has issued strict guidance about eligibility to vote. You can read the GLA guidance on voter eligibility here .

The resident ballot is open to residents aged 16+ who meet the following criteria:

Social tenants (including those with secure, assured, flexible or introductory tenancies) named as a tenant on a tenancy agreement dated on or before the date The Landlord Offer is published. This means that you need to be a signatory to your secured tenancy agreement.

Resident leaseholders or freeholders who have been living in their properties as their only or principal home for at least one year prior to the date The Landlord Offer is published and are named on the lease for their property. This means that you need to be a signatory to the leasehold for your property.

Any resident whose principal home is on the Estate and who has been on the council housing register for at least one year prior to the publication of The Landlord Offer document, irrespective of their current tenure (for example this will include those living in temporary accommodation).

Dear Resident,

I am hugely relieved that the past week has seen a drop in infection rates, hospital admissions and deaths in Newham. Community testing is cutting the spread in our borough, which you can find out more about on our website. In the meantime, I urge everyone to continue to stick to the restrictions so that we do all we can to keep our vulnerable residents safe.

I want to say a heartfelt that you to everybody who gave the team feedback and contributed their ideas to creating a preferred masterplan for Carpenters Estate. It has been wonderful to hear your feedback and challenges to the team to make sure that they are creating a plan that offers the most possible benefit to you and your families.

The project is now at the stage where we need to have some difficult conversations about what is and is not possible and the extent of change residents want to see on the estate. To be able to invest in new affordable homes, public spaces and facilities we need to build new private homes; a private home pays for an affordable home and contributes to community investment. To deliver the improvements that residents have said they want, we think we will need to deliver around 2,300 homes. Keeping a large number of existing homes reduces the number of additional affordable homes we can build to address the huge waiting list we have in the borough and the investment we can generate for the improvements residents want. We now need to balance these priorities and will be using your feedback from January to help us do this.

I know that there has been a lot of information to absorb and that many of you will be home schooling, working in challenging situations and worried about the pressures that the pandemic is bringing on us all. My ask of you is simply that you talk to the team when you feel ready and in a way that suits you. This could be online, on the phone, via email or at one of the upcoming events but your opinions really do matter.

Please continue to play your part in protecting our borough and our community. Please stay at home so that you, your loved ones and all of us are protected from the dangers of Covid-19.

Cases are gradually falling and the vaccination programme is underway; we’re so very grateful for your cooperation.

We have always believed that the plans for the Estate must truly reflect the needs of Carpenters’ residents. It’s been encouraging to hear how you have engaged with the consultation and the challenges you have put to Populo; keep it coming!

One of the key commitments that residents have consistently asked for is the quality of any homes that are built. We completely agree that housing quality should be every development’s key priority, just like you, we will only settle for the very best.

Do take a look at the virtual tours on the project website and explore some of the homes that have already been built and let to families in Newham. Fingers crossed we get to visit some of these sites with you in person, in the not-too-distant future.

I hope you and your loved ones are well. We are now in a third national lockdown which means once again, we have to restrict the way we go about our daily business and engagement on the Estate. Residents are being encouraged to stay at home. The NHS will contact you when it is your turn receive the vaccination jab but in the meantime please stick to the lockdown rules, as the vaccine is not the silver bullet – we will still need to keep up with public health guidance.

Now onto Carpenters Estate news! I was thrilled to hear that the funding applications that the team have submitted for three projects have been successful – which means that residents will have another opportunity to shape immediate changes on the estate, please do get involved!

As well as that, there are a number of online events coming up which mark really important milestones in our restoration journey. We’ll start getting clarity from the design team about the homes that will be replaced and why; plus more details about the Landlord Offer through a series of workshops that will be organised by the Populo Living team.

Building on the success of the range of activities in November and December the team will follow up with post and phone calls; if you have any additional needs please do contact the team because we want to involve all sections of our community.

We hope that you all had a restful festive period and a Happy New Year. We truly hope that you and your family are safe and well in these very challenging times.

We have heard from many residents that after a long journey, they want clarity over what is happening on the estate and we hope this will start happening now.

Over January, the Populo team will be providing a range of ways for you to find out how your feedback across the Autumn has shaped an initial plan for the estate and what this means for your household. Some of these events will be online but they will also be sending printed information to every home and putting summaries up around the estate for those that cannot access the online information.

This will be coupled with workshops and digital drop-ins on Newham Council’s Landlord Offer, so there will be lots of information to talk about and we hope that as many of you as possible get involved. We have long pushed for a transparent process over the redevelopment of Carpenters, and believe that your involvement in these consultations is key to that succeeding.

Your feedback at this time really matters. The final decision lies in residents’ hands through a democratic ballot which is currently scheduled for this coming Spring. We’re looking forward to it!

Hello Everyone,

I hope that you and your loved ones are well and staying safe, as we enter into new Covid-19 restrictions that apply to all of London, including Newham.

As we progress with the restoration of the Carpenters Estate it‘s been so encouraging to see so many residents getting involved and shaping plans through the range of Covid-19 secure activities that have been held by the team in November. I have loved hearing your ideas for open spaces that reflect the needs of our diverse communities, as well as encouraging more biodiversity. I am excited to see how this develops.

From online workshops with the design team, printed activities (in multiple languages) posted to households and online adverts, the team have been working hard to make sure you can share your ideas. If you have any additional needs let the team know and they will make sure they contact you. I have been very clear that I want a new plan for the Carpenters Estate to be resident-led and that means we need to maximize all the ways in which we can make it easy for you to contribute.

In the meantime, in what has been a tough year for us all, here at the Council we are working really hard to respond to the on-going challenges of living with Covid-19 and the impact it is having for all residents in the borough by launching our ‘Towards a Better Newham’ recovery action plan: which places the well-being, health and happiness at the forefront of all that we do as a Council.

As 2020 draws to a close it’s hard to believe quite how long this difficult year has felt, all the while appearing to have flown by.

We have been consistently impressed by the passion of residents and Populo’s commitment to continue remote engagement through the Autumn. This week a dedicated Community Liaison Officer will start on the estate and become one of your main points of contact for issues, ideas and suggestions to maintain the legacy of Carpenters whilst building the homes and community infrastructure we need. The Boundary Commission has finalised its recommendations for redrawing Newham’s electoral wards. Carpenters Estate will continue to be represented by a team of three Stratford councillors after the 2022 local elections. Until then, the three of us will continue to speak up for the whole of Stratford and New Town on the Council and respond to your needs. In November, Newham Council marked Islamophobia Awareness Month with a series of events aimed at tackling hate and discrimination against our borough’s Muslim communities. Newham’s diversity is our strength. We will continue to champion all of our residents and wish you a safe, happy and healthy festive season with your close families.

A message from the mayor:

I hope that you are staying safe and well. The Covid-19 situation in London has changed significantly. We are now living under the new Tier 2 ‘high risk’ restrictions introduced by the government. We have made sure residents can access the most up to date information and public health guidance here: http://bit.ly/CVD19update. Please fi nd time to take a look.

The Council is working tirelessly with community groups, health partners and our amazing Covid-19 health champions to shield the borough. Without greater Government action and support, there is a limit to how much we can do. That’s why I have added my voice to call for a properly funded national “circuit break” to really suppress infection rates – to save lives, and to protect our NHS.

While dealing with COVID-19, we’re still progressing with the Carpenters Estate programme through dialogue with residents. I was really pleased to attend the Carpenters Estate Resident Steering Group last month to get an update directly from them. It was good to see them in action, exploring and asking a range of probing questions about the emerging ideas for James Riley Point, as well as what needs to be in the masterplan.

I know residents want to have a say on the types and mix of homes that could be built– be they houses, maisonettes or fl ats with great landscaped areas in between. We’ve been busy looking at the Landlord Offer to make sure there’s a good set of options for residents of every tenure type. This includes those in temporary accommodation who weren’t accounted for in the old Resident’s charter or previous Landlord Offer. All design work and emerging ideas are on the website: bit.ly/CarpentersEstate – please give us your feedback on this!

There are a number of workshops coming up, keep an eye out for dates, and hopefully I’ll be able to catch up with you at one. Until then, please stay safe by keeping up with social distancing (wearing a mask), washing your hands and following all the latest guidance.

It has been great to see so many of you getting involved and we’ve loved catching up with you at the weekly drop-ins on the estate. We hope that everybody living on Carpenters gets the opportunity to pop down and speak with the team working to improve our neighbourhood. It is vital that your voices are heard, so please take the opportunity to get in touch whenever you need us.

We understand the huge significance the community on Carpenters brings to the whole of Stratford. When we were elected, we pledged to do everything we could to maintain, support, and grow this community. That’s why this entire process is not only about building homes, but about creating the long-lasting facilities that help Carpenters thrive. Recently, we have worked a lot with residents who want to see less crime and antisocial behaviour on our streets. We want to create an environment that discourages and disincentivises criminal behaviour; a new community centre could help us do just that. Thank you to all the residents who braved the rain to come to our September exhibition. We really appreciate your feedback on the Assessments and your thoughts about how the estate could be improved. The team will take all your views on board as they start to create the best plan for your estate.

We know that making sure the landlord offer works for you is just as essential as ensuring the estate is well designed. We are working hard to get this right for everyone (including those in temporary accommodation). We look forward to sharing this with you shortly.

A message from the Mayor

I hope you are all keeping safe as we contend with the ongoing challenges of living with Covid-19 in London and in Newham. In the Capital, London is now on the government’s ‘watch list’ as an area of ‘high concern’, which is a stark reminder that we face further lockdown restrictions unless we all pull together to avert the situation getting worse.

East London is at particular risk, it is crucial that we all redouble our efforts and follow precautions to stop the virus spreading even more. We need to keep Newham safe, so whatever you may think about how the government is handling the Covid-19 crisis, let’s not put any more of our families and loved ones at risk here in the borough. And please keep an eye on vulnerable neighbours, friends or family members and help them.

At Carpenters, the team is carefully running socially distanced resident events so that you can remain involved in the restoration programme, but we are monitoring the situation carefully and will always follow the latest guidance to keep our residents safe.

At the end of September the Carpenters Estate restoration programme moved to the next stage, demonstrating the progress we are all making, by presenting an assessment of the 2019 capacity studies that we had commissioned. Talking to residents, including the steering committee, we asked you about what you wanted to keep and what was missing from results.

You know that I am committed in ensuring that the restoration of the estate is driven by what our residents need. It’s not just about cost, it’s also about providing quality homes and enabling community environments for Newham residents to live and thrive. It’s about excellent open green spaces to access to and the best community facilities that are sustainable, as well as beautiful.

I know that we have a busy few months ahead of us, as the design team works with residents to create the best masterplan for the estate.

Thank you for staying committed to this joint collaborative effort between the community and the Council, for all your ideas and input. Keep them coming, as all of them have real value.

Summary of the September Drop-in Exhibition

ASSESSING THE 2019 STUDIES

At the end of our work in 2019 you told us you wanted to see these studies assessed to see what was possible. We have identified seven areas that will need to be assessed which take far more than cost into account, and have given each of the studies a traffic light rating against each category with red, amber and green. We have taken the items in the Residents’ Brief and your feedback from 2019 and developed assessment criteria for any masterplan for the Carpenters Assessment.

Red - does not meet this categories needs

Amber - has the potential to meet this categories needs but could be improved

Green - meets this categories needs

Our assessment:

YOU TOLD US:

'We want to know that things are realistic so can w e see new ideas against this assessment criteria and then w e w ill know what is and isn’t possible.'

'Some of the criteria feel more important than others, for example cost and number of new quality homes could be more important than sustainability.'

'We liked the central open space and this is in all of them so this doesn’t need to be amber.'

We really enjoyed talking to people about the assessment because it will help us work together with a shared understanding. Going forward we will continue to use these criteria every time we bring new ideas.

We’ve also heard regularly that the central open space is important so this is something that we will include but we still think there is room to improve the open spaces that are being shown and we want to work on that with you in November.

What does this mean for the masteplan?

Between now and January 2021 we want to work with residents to develop a preferred masterplan for the Carpenters Estate that includes the key ingredients you have told us you wanted and the features the Council is committed to providing.

We don’t think it is as simple as choosing one of the 2019 studies because we want to work together to develop a masterplan that has more green lights against the assessment criteria.

We used photographs of examples to find out what features you liked best. Below are the ideas you liked best. We will start to reflect these in how we develop the masterplan together.

Play for all ages

People thought having a variety of play and sports provision was important and it needed to be secure for residents.

Open spaces for residents

All the photographs of open spaces were popular particularly the ones that showed spaces you could imagine residents meeting each other in and bringing back that sense of shared resident space.

Community spaces

Community spaces and facilities were popular but we think we still need to find a better range of images to really describe what you want for the estate.

JAMES RILEY POINT UPDATE

We have been exploring whether it is possible to refurbish the towers to create homes that are fit for the future. We want to refurbish James Riley Point as a first phase of the regeneration to provide up to 132 high quality refurbished homes at low cost affordable rents.

We are looking at moving forward with an affordable option that would create homes that:

- are attractively designed with new flat layouts and ensuring all homes have balconies or access to private open space

- are highly energy efficient and affordable to heat

- have improved entrance areas and access arrangements, including new lifts

WE ASKED YOU ABOUT THE IDEA OF A NEW COMMUNITY SPACE AT THE BASE OF JAMES RILEY POINT:

You told us you liked the idea of James Riley Point being refurbished and of having a community space at the bottom but wanted to make sure the entrance to the homes was clear.

But what about now?

We know that all these ideas might sound nice but you want to see real change in the way your estate is maintained and cared for now. We have been pulling together a Maintenance Charter so we can agree what is expected; one of the jobs of your new Community Liaison Officer will be to make sure that maintenance and repairs are carried out.

Find out more about the projects that have been submitted for funding to LLDC to provide some immediate change in the areas you told us were most important.

Key fact:

You decide the future of Carpenters! Before any decision is made about replacing homes on the Carpenters Estate, it’s up to you to vote whether the project can go ahead.

This is called the Ballot process and currently we expect this will take place in late Spring 2021.

SURVEYS ON CARPENTERS ESTATE

As part of the restoration of the Carpenters Estate a series of surveys are being carried out to make sure the team have the most up-to-date information they need for their design work.

In the coming weeks a survey will be carried out to test the ground conditions on the estate to help understand what foundations would be needed for any new buildings.

There will be three types of holes dug across the site, as various samples need to be taken in order to be representative of ground conditions on the whole estate.

You will see this work being undertaken but please be assured these are part of the survey process and no further works are starting on the estate.

1. Borehole: Each hole indicated on the map will be dug one at a time, will measure 25cm wide and 30m deep and will take approximately 2-3 days to drill. The machinery used will be 7m high and will require approximately 5m square area round the hole, however the noise from this digging should be less than that of a car engine

2. Trial pit: A small excavator machine will be used to dig a shallow pit. This should take no more than 30 minutes at each location.

3. Window Sampler: A window sample is a short action that would take 2-3 hours on average.

Once the digging is complete, a small bore hole cap will be placed and the contractors have committed to returning the paving or surfaces to the same conditions that they were found. It has been agreed that digging time will be strictly between 8am - 4pm.

We want this to be the start of a new way of working on Carpenters Estate where we commit to informing you about what is happening, provide you with lots of opportunities to get involved and through this ensure you have influence over the future of your neighbourhood.

A message from the mayor:

Hello everyone! I hope you and your loved ones are well, and keeping safe, during what has been a challeng- ing time for all of us in Newham as we contend with the ongoing challenge of Covid-19. As lockdown restrictions have eased, with people heading back to work and kids back at school, all across the country we are seeing an increase in Covid-19 cases and people can’t access testing.

It also means there is a real risk that community transmission will continue to rise unless all of us take personal precautions like washing hands frequently, keeping a distance when we are out and about as well as wearing our masks and using the NHS app you can easily download. We really have to stay vigilant, for the sake of all of us here in Newham, please follow the rules - including the ‘rule of six’ and the latest guidelines.

If we all work together we can help to stop a second wave of Covid-19 and reduce infections and deaths; I will continue to put pressure on the government to demand that they support us here in Newham. You can access our Covid-19 dashboard on the Newham website newham.gov.uk

Last month, I was over at Carpenters to attend the first ‘Covid-19 secure’ resident pop up event show- casing the progress that’s been made since we started on the restoration plans with residents. It’s a testament to all the work that we’ve been doing collaboratively with local residents to end the uncertain- ty that has taken a toll on our community. That’s why I am really pleased about the idea of restoring James Riley Point involving a comprehensive refurbishment of the block, including well designed flats with balconies so everyone can enjoy their own outdoor space.

There are loads of ideas that have emerged and every household will be contacted to get all your feedback to ensure that everyone’s had their say on the options presented. We really want all residents of the Carpenters Estate to be involved in shaping its future.

So keep a look out for the team over the coming weeks and do drop in to one of the weekly pop-up sessions, as well as the monthly resident events being planned. Plus try out some of the online workshops as we want to make sure all ideas are captured.

We are your local councillors in Stratford and New Town, representing one of the largest electoral wards in London. As three people from the local area, including one former resident of Carpenters Estate, we understand how important it is to everybody that local regeneration is done in the interest of the whole community. That’s why we hope to see as many of you as possible at the weekly drop in sessions - at a social distance of course!

We’ve been working hard during the coronavirus crisis to ensure that our most vulnerable residents have received the care and attention they need. With Newham being one of the hardest hit boroughs in the country, this pandemic has thrown up new challenges which have forced us all to question how we live, work, and build communities. That’s why this consultation process is so important, and why we want to hear each and every one of your views.

In conversations with Venetta

We recently spoke to one of the Detached Youth Workers from Newham’s Brighter Futures team who have been running a basketball club on the Carpenters Estate. We went to meet Venetta Edwards to find out more about the work they are doing in the community and how young people can get involved.

Venetta explained that as well as teaching basketball to the young people, encouraging them to push themselves physically and achieve, the programme is there to teach the young people valuable life skills. Skills like emotional maturity, peer learning and skills sharing.

As a Detached Youth Worker, Venetta believes in having the voice of young people as a pilar in any sort of change. She told us there are a lot of young people who live on the estate who don’t play football or basketball and more needs to be done to reach them and make sure their voices are heard.

Venetta Edwards and Joshua Anyanwu run the basketball club on the Carpenters Estate every Friday from 5 -7 pm for young people aged 10-19. They would love to get some young people along for some workshops to understand what they want to say about the area.

Who are Populo Living?

Populo Living is the new name for Red Door Ventures. But it’s not just a name change; our focus has changed. We are Newham’s housing company, and are tasked by the Mayor in her manifesto pledge on housing, and the Council to meet their priorities of providing 50% genuinely affordable homes across all housing developments on land that the Council owns.

Our commitment is to make sure you get all the information you need to make the best choices for you and your family.

What have Populo been up to?

  • We’ve been evaluating the towers and now intend to talk with residents about James Riley Point
  • We’ve commissioned a design team and inside this newspaper you can see our initial timeline for working with you over the coming months. Resident Tee Fabikun from the Steering Group was part of the panel marking these bids.
  • We’ve started to clean The Carpenters Estate up in response to residents concerns, and are working to establish a service charter for all services so we can continue to improve things.
  • Creating a paid role for somebody local to support the engagement and service improvement on The Carpenters Estate.

    From the moment I was elected back in May 2018, I’ve been committed to ensuring that the residents of The Carpenters Estate are at the heart of decision making about its future. Following the feasibility work done in 2019 you have told the team working with you, that you do want change - but on your terms and need to know exactly what it means for you and your families. This has always been at the forefront of my approach for The Carpenters Estate, and we remain committed to listening and working with you all. That’s why I’m asking the team working with you, to get all the information over to you as soon as they can.

    You’ll be aware, that under my administration, Newham Council aims to have 50% of new homes built in the borough at genuinely affordable levels; with at least 50% of homes built on The Carpenters Estate at social rent. We are committed to restoring this great neighbourhood in Newham so that it becomes a vibrant community for all our residents.

    I remain clear that I want you – Carpenters residents and those who have previously moved out with the promise of returning – to help shape the plans and that it will be you that gives us the go-ahead to move forward whichever direction that is in.

    ‘People at the Heart of Everything We Do’

    Over the past 5 months we have been carrying out a detailed assessment of the three towers to understand whether it would be possible to refurbish them to create homes that are fit for the future. The exercise is looking at potential refurbishment in terms of creating homes that we know we can afford to deliver, are attractively designed internally and externally, highly energy efficient so that they are affordable to heat and improving private and community outdoor areas for all the future residents. This is not just a lick of paint, we are investigating stripping it back to just the structure and refitting it so that we can show you the type of quality we are committing to providing for you. Ambitious stuff!

    To assist our understanding of how realistic it is to refurbish and inform future decision making , we commissioned an experienced professional team to look at all aspects of the towers in terms of structural soundness, design flexibilities, heating and electrical systems, carbon make- up, and outdoor space creation.

    The exercise is ongoing and we hope to complete the assessment of James Riley Point by the end of August but initial investigations have been positive.

    On completion we will want to consult with residents to share the findings and get your feedback. It is clear from our early assessment that all three towers have very different structural constraints and design flexibilities, and that further work is required for each tower. We will be providing you with more details in the coming weeks and get your thoughts on progress.

    Meet the new team

    Populo have now appointed a Design Team who will be working alongside us & you as residents to help us put together a plan to transform The Carpenters Estate. Some faces will be familiar and some are new but Proctor Matthews and Metropolitan Workshop who worked with you on the last stage are part of this team.

    They were appointed in mid July 2020 and are looking forward to working with you and involving you every step of the way as we consider the next steps for The Carpenters Estate. We have tasked them with getting to know both you, the residents, and the estate as quickly as possible so that we can start talking about things that WILL happen rather that things that might happen.

    Some of their team will be on the ground on the 20th of August to introduce themselves, talk to you about The Carpenters Estate and set out some immediate opportunities for you to get involved.

    What they’ll be doing next

    Their work will be a continuation of the last stage and they are currently preparing information to show you that will cover:

    1. What could happen with the towers.

    2. A cost assessment of the options we presented in 2019.

    3. How we can work together to develop a more detailed masterplan.

    4. What the Council’s landlord offer is.

    We know we need to build trust with you by listening to what you want and giving you the certainty you need to make decisions for you and your family.

    You decide the future of The Carpenters Estate! Before any decision is made about replacing homes on The Carpenters Estate it’s up to you to vote whether the project can go ahead.

    This is called the Ballot process and currently we think this would take place in Spring 2021.

    We are looking for an enthusiastic, hard working and outgoing individual who will have two key responsibilities on The Carpenters Estate:

    1. Keeping residents informed about the restoration proposals, collecting their thoughts and ideas on the proposals, feeding this information back to the project team so they can act on it.

    2. Identifying, reporting, and keeping track of repairs, maintenance and issues on the estate

    There will be training and support as part of the role and we would welcome applications from people who want to job share.

    The latest from Carpenters and Docklands Centre

    The Carpenters and Docklands Community Centre is a charity supporting local communities. Responding to the Covid-19 crisis, focus has shifted the Dockland’s Centre’s approach to the provision of food, toiletries and cleaning products - open to everyone living on The Carpenters Estate, particularly those who are vulnerable and in need. The centre has also worked to deliver provisions to our local emergency services and care facilities.

    Volunteers deliver items on Mondays and Thursdays, but residents are also welcome to visit the centre on weekdays. We can also collect prescriptions for local residents if you get in touch with us.
